Fed: States/Fed open debate on water but not agreement=2
Deputy Prime Minister John Anderson, who has been carrying the water property rightsissue for the government, was prevented from addressing the CoAG meeting.
Mr Beattie said although Mr Anderson had contributed a great deal, CoAG was not theplace for the deputy prime minister.
"The basic position was that we felt the whole CoAG process is focused around the leaders,"
he said.
Mr Beattie said the entire issue would take some time to work through.
"What we're simply trying to do is manage a very complex issue in a structured way," he said.
"This issue is close to the heart of a lot of people, but we want to have long-termland management strategies which are sustainable."
