$100,000 SURPRISE FOR POLICE GROUP.(Capital Region)

At first, the Police Benevolent Association representing state troopers didn't foresee handing out reward money for the capture of fugitive Ralph "Bucky" Phillips, who led authorities on the largest manhunt in State Police history in 2006.

"We didn't expect to pay anybody," PBA President Dan De Federicis said last week. "He was surrounded in the field by police officers and captured."

Residents of Warren County, Pa., where Phillips was apprehended, called in reports of prowlers, "who may or may not have been Phillips," the union leader said.

In the end, as the Times Union reported last Wednesday, $100,000 in rewards was quietly paid by the union in April. Negotiations to assess the validity of those making claims came after Jack and Gloria Young of Warren hired attorney Elliot …
